Cesar Montoya is the founder of MCM Law Group, P.C., an immigration law firm serving clients nationwide with offices in Santa Ana, Los Angeles, and Houston. A first-generation Hispanic attorney raised in Los Angeles, Cesar brings both personal understanding and professional precision to his work, representing individuals and families navigating the complexities of the U.S. immigration system.
Cesar has been practicing immigration law since 2018, following an earlier career in complex civil litigation. From the outset of his immigration practice, he quickly stepped into leadership roles at mid-sized firms, managing cases and guiding legal strategy. In 2022, he founded MCM Law Group, P.C., with a vision of building a client-centered firm focused on results, accessibility, and trust.
Over the course of his career, Cesar has represented clients in more than 25 immigration courts across the United States, including every immigration court in California, as well as major courts in New York, Seattle, Miami, Boston, Portland, San Antonio, Houston, Dallas, Phoenix, Denver, and Chicago. His breadth of courtroom experience gives him a deep, practical understanding of how immigration law is applied across jurisdictions.
Cesar is licensed to practice law in the State of California and is admitted to the United States District Courts for the Central and Eastern Districts of California, as well as the United States Court of Appeals for the Ninth Circuit.
Before entering the legal profession, Cesar had an international and creative career managing touring and performance artists, and spent time living in Barcelona and Berlin. While in law school, he also worked as an extern at a small law firm in Barcelona, followed by a civil litigation externship in Hollywood after graduation. These experiences continue to shape his global perspective and client-first approach.
